The Governor of Enugu State, Dr. Peter Mbah, has signed the N971 billion 2025 Appropriation Bill into law, pledging to implement the budget rigorously to achieve exponential economic growth and inclusive prosperity for the state.
The budget allocates N837.9 billion to Capital Expenditure, accounting for 86% of the total budget, and N133.1 billion to Recurrent Expenditure, representing 14%.
The education sector received the largest share for the second consecutive year, with an allocation of N320.6 billion, representing over 33% of the total budget.
Speaking during the signing ceremony held on Tuesday and attended by members of the Enugu State House of Assembly led by Speaker Hon. Uchenna Ugwu, Deputy Speaker Hon. Ezenta Ezeani, and other lawmakers, Governor Mbah described the budget as a “massive Christmas gift” to the people of the state.
“This is democracy in action. We christened our budget the ‘Budget of Exponential Growth and Inclusive Prosperity’ because it embodies our development model that ensures no section of the state is left behind,” Mbah stated.
He emphasized the adoption of an exponential growth strategy rather than incremental growth, noting that the state’s development requires intentional and strategic actions.
“What we proposed in the budget, which you graciously passed and I have signed into law, will accelerate our efforts toward ensuring that no person or child in this state goes to bed hungry.
This is a huge Christmas gift from the legislature to the people of Enugu State.
By January 1st, we will continue our march toward greatness and development, and nothing will stop us,” he added.
In his remarks, Speaker Hon. Uchenna Ugwu attributed the early passage of the budget to the inclusive approach adopted by the governor during its preparation.
“We were part of the process that produced these figures. Since we were carried along, there was no need to alter anything. This assures Ndi Enugu that we will continue to have good governance,” Ugwu said.
He commended Governor Mbah for the high performance of the 2024 budget, citing visible developments across all sectors, including education, health, tourism, and infrastructure.
“The governor’s promise to reduce poverty headcount to zero in Enugu State is realistic.
One-third of the budget is allocated to education because educating the mind is key to eradicating poverty.
This demonstrates the governor’s preparedness to deliver on his promises,” Ugwu concluded.
The Speaker assured that the House would exercise effective oversight to ensure the proper implementation of the budget while providing necessary support to the administration.
